David Tozzo, Presidente di ACORN ItalyNei prossimi giorni proveniente da St. Louis (Missouri – Usa) sarà qui a Roma Wade Rathke, fondatore della più grande “community organization” del mondo, la Acorn International. Si tratta di una organizzazione di volontariato sociale molto particolare, lmprontata alla lezione di un grande radicale americano, oggi tornato alla ribalta come padre spirituale del Presidente Obama all’epoca della sua formazione giovanile nei quartieri degradati di Chicago: Saul Alinsky.
A molti di noi può ricordare le pagine de “Il contadino della Garonna”, l’ultima opera importante di Jacques Maritain pubblicata nel 1966, laddove si staglia una citazione intrigante a proposito di questo originale intellettuale e agitatore sociale – Alinsky – che il filosofo personalista francese considera uno dei tre grandi rivoluzionari del tempo, al pari del leader democristiano Eduardo Frei, in quel momento Presidente del Cile, e di sé stesso.
L’incontro con il nostro ospite è stato organizzato in tempi molto stretti da “Il Domani d’Italia”, rivista dei democratici di area popolare, sicché non poteva assumere dimensioni diverse da quelle ben precise di un seminario a porte chiuse. Pensando all’azione più recente della organizzazione diretta da Rathke, abbiamo scelto un tema che riflette un interesse generale anche nel nostro Paese. Ecco di seguito il titolo e le note tecniche:

We started the month of January with a lot of vigour as we tried to follow up the implementation of some of the recommendations done during the Korogocho education day we organized last year in the month of October. We started early in the beginning of the month by making interventions for the many young children who do not attend school to acquire their basic education. More than 40 children who have not been attending school have now been linked to various primary schools where they are currently attending their lesson. The main schools that we are working with closely through this programme are St. Clare Primary School, Ngunyumu Primary School and St. Prisca education centre.
Another great achievement of our last year’s campaign is in the issuing of this year’s bursary funding. At least 18 students have been granted the bursary support of Kshs 5,000 each for their first term fees in various Secondary schools.
We are also making the follow up with two Secondary schools which offer partial sponsorships to secondary students. These are Gureck Secondary School and Jitegemee Secondary school. Already we have more than 20 students willing to join the Secondary but they are lacking that financial support from their parents/guardians. In Gureck Secondary which is a boarding school, students pay Kshs. 2000 every month While in Jitegemee Secondary which is a day school the students pay Kshs. 1,000 each month. We have negotiated with Principals in these two schools and they are willing to support the students that we will recommend to them towards the end of this week so that they can start their classes next week. We will be meeting with the two Principals on Saturday but in separate meetings. We hope that they will be able to accommodate these young people in their schools.
Other activities on membership recruitment, leadership building and dues collection has been going on well although with a little bit of lower turn up.

EDUCATION COMMITTEE MEETINGS
We held our first committee meeting this year towards mind of January and agreed to focus our campaign this time on creating awareness to all parents/guardians from Korogocho on the importance of supporting the education of their children. A lot of problems in education sector are caused by parents who do not take their responsibility in educating their children or even making follow-up on the progress of their children while in school. We organized a committee to look on ways to carry out this campaign and together we held the first meeting to discuss the matter on 22 January and agreed that this campaign will be launched on 16th February 2012 whereby we will have a big procession around all the 9 villages of Korogocho and finally gather at the Chief’s compound where we will have motivational talks on importance of educating Children from various speakers.
Already we have been able to reach out to several important persons such as The Korogocho Chief, Fr. John from St. John’s Korogocho, Various Head teachers from Primary schools within Korogocho, The Principles of both Gureck Secondary and Jitegemee who happens to be, both pastors and Councillors,- among many others. Those approached have shown great concern and willingness to support the campaign. Our next meeting will be on Monday 6th February 2012 at our offices in Kariobangi from 2.00pm.

Intervista a David Tozzo, presidente di Acorn Italy
16-12-2011 – Affitti in nero, passare alla legalità non è mai stato così facileSono ancora troppo pochi i giovani che conoscono la portata rivoluzionaria dell’articolo 3, commi 8 e 9 del decreto legislativo 23/2011 sulla Cedolare Secca. La nuova norma consente agli inquilini di registrare unilateralmente il contratto di affitto, ottenendo un canone di locazione, certo e legale, pari al triplo della rendita catastale, diviso 12 mesi per 4+4 anni. In altri termini chi oggi corrisponde un canone dell’ordine delle migliaia di euro per un appartamento, arriverà a pagare una cifra dell’ordine delle centinaia di euro. David Tozzo, presidente di Acorn Italy, spiega la grande opportunità offerta dalla nuova disposizione normativa, al centro della prima campagna nazionale di cui si è occupata la neonata associazione: “Affitti in nero, padroni in bianco”. Acorn Italy offre infatti consulenza e supporto a chiunque voglia usufruire dei vantaggi della nuova norma.
Come mai Acorn Italy ha scelto “Affitti in nero, padroni in bianco” come prima campagna nazionale?
Abbiamo scelto proprio questa campagna perché offre la possibilità di cambiare la vita delle persone attraverso un diritto e l’opportunità di migliorare il Paese attraverso la legalità.
Chi può usufruire delle nuove disposizioni normative?
Chiunque abiti a qualsiasi titolo una casa senza avere un regolare contratto, o senza che il contratto fornito dal padrone di casa sia da questi mai stato registrato. Chiunque sia in nero, insomma.
Quali sono i vantaggi e quali le difficoltà nell’iter burocratico?
Da un lato sì finisce, in 48-72 ore, ad ottenere un contratto regolare agendo unilateralmente, senza passare da avvocati o dal padrone di casa stesso, dunque si ottiene un affitto finalmente più giusto, più umano, pagando anche solo un decimo di quel che si pagava fino a quel momento in nero; dall’altro lato la battaglia e la vittoria sono quelle della legalità, in quanto registrando il contratto si fa emergere il sommerso. Il vantaggio immediato è il contratto finalmente esistente, legale, reale, oltre naturalmente al costo che crolla; il vantaggio a lungo termine è il lungo termine stesso del contratto nuovo! Otto anni, in cui l’inquilino può stare tranquillo, protetto dallo Stato e da Acorn e può finalmente costruirsi una vita più degna, non avendo tutte le sue entrate risucchiate da un buco nero di un affitto dello stesso colore.
Qual’è la tipologia delle persone che si rivolgono a voi? Prevalgono famiglie, studenti o altre categorie?
Il fenomeno in un tessuto sociale come quello romano, dove abbiamo la nostra sede, vede forse negli studenti un target privilegiato, ma siamo felici di constatare che le persone che si rivolgono a noi sono delle più disparate frange della società, delle più diverse età.
Come sta andando la campagna?
A partire da novembre abbiamo cominciato ad avere un’impennata vera e propria di persone che si rivolgono a noi e i numeri cominciano a crescere in maniera esponenziale. Stando a dati abbastanza freschi, possiamo dire che come Acorn e unitamente alle altre realtà assieme alle quali siamo nel coordinamento “Fuori dal Nero” abbiamo provveduto a registrare più di 700 contratti di affitto di persone precedentemente in nero o irregolari solo considerando Roma, per non parlare delle persone che assistiamo anche al di fuori di Roma e del Lazio tramite Skype.
Il Governo Monti ha annunciato una rivalutazione degli estimi catastali, si è ancora in tempo?
Se c’è stato un momento migliore per informare un conoscente o un amico della possibilità di registrare il proprio affitto in nero è questo: fino al 31 dicembre, gli estimi catastali in corso di rivalutazione dal Governo Monti resteranno decisamente bassi, ed è il caso di registrare il proprio contratto per pagare un quinto di quel che si pagava prima in nero.
