Report on the work of ACORN Argentina.

The Forum of Informal Urban Poor Workers (FIUPW) and PRIA released peoples manifesto titled ‘Addressing Urban Poverty and Reformed Urban Governance’ in a jointly organized event held on 28^th March, 2014 at The Speaker Hall, Constitution Club of India, New Delhi.

“Addressing Urban Poverty and Reformed Governance – National Campaign” was organized on 12^th February, 2014  at The Auditorium, Gandhi Peace Foundation, Delhi. PRIA and Forum of Informal Urban Poor Workers (FIUPW) jointly organized the event. FIUPW’s manifesto on Urban Poor was shared with different media houses and later  handed over to different political parties contesting for the general election 2014 in India.

After a long campaign to win formal certification by under the labor laws of Karnataka, ACORN’s street vendors union was finally registered under the new law of 2014 this February as Vijaya Nagar Street Vendors Union in Bengaluru thanks to the hard work of longtime ACORN International organizer, Suresh Kadashan, over the last six-and-a-half years.   Now in March we already have local branches in 25 markets and 6000 members, largely in the North and South areas of Bengaluru, and the organizing committee of the key ten leaders working with Suresh have targeted Eastern Bengaluru as the next objective.

With 150000 street vendors in this city of almost 5 million in southern India, we have only just begun to grow, but members are celebrating our newfound strength already. New markets are seeking to join (see pictures of the organizing meetings of the 26^th market with 150 more members having its organizing committee meeting!).   Another union is also in the process of being chartered under both the Food Safety Department and the Street Vendors area which will be a local of food vendors, who serve at the markets during the three main mealtimes. We have already filed here and registered for another more than 1000 members.

Not surprisingly as a union of informal workers whose only employers are our customers and whose work spaces are the streets of the city, the issues and campaigns are the kinds of grassroots efforts that are ACORN’s hallmark. The new market is organizing in order to move from where a flyover (highway interchange) is being built to space under the Metro (subway) elevated tracks, and that means actions on the city. The main City Market where there are 5000 vendors working had the union with them past midnight on Sunday to make sure that demolition of buildings around another Metro stop didn’t destroy a shed used by the vendors. An early Sunday meeting at another market pressured the police to end the goondas (goons) shakedown of 100 rupees or more every week from every vendor on the street. Recently the union filed Bengaluru’s first lawsuit in courts against the police for not guaranteeing vending space as required by the national constitution and harassing the vendors.   It’s never a dull minute with the vendors, but their organizing is paying off!

ACORN International has made a priority of organizing informal workers many places around the world and the Bengaluru breakthroughs open the door for unions of wastepickers, domestic workers, and many others.

En el mes de febrero, al igual que enero, el trabajo fui muy poco, debido a las vacaciones de verano. En marzo ya podremos comenzar con el trabajo realmente.

En febrero iniciamos con la realización del mural, luego nos encontramos con algunos de los miembros de la ONG, (que habían estado de vacaciones en sus respectivos países), pudimos organizar para llevar la siguiente carta a la municipalidad:

Nos dirigimos a ustedes a través

De la presente, a los fines de solicitante una audiencia, motivo la presente la necesidad de tratar la urbanización del Barrio Madre Teresa de Calcuta.

Que ocupamos unas ochentas, familias hace más de lo Diez años, con el fin de obtener la posesión legal de los terrenos comparados y así poder contar con los servicios de luz agua gas, recolección de residuos etc.

Esperando su respuesta favorable a nuestra solicitud los más a bajos firmantes los aludamos atentamente.

Esta carta iría firmada por los miembros de la Organización y por vecinos del barrio, intentamos llevarla la semana pasada pero no fue posible, debido a que faltaron algunas firmas. Junto con la carta tienen que acompañarnos 10 miembros de la organización.

En cuanto a la campaña de remesas, estamos pensando en enviarle a una lista de periodista la información para que sea divulgada.

Seguimos con el envió de cartas, porque tenemos miedo que en algún momento puedan sacar a los miembros de la organización de sus casas, debido a que estos terrenos no les pertenecen, entonces la única estrategia es seguir llenando a la Municipalidad de la matanzas de peticiones, si en algún momento ellos llegan a tomar alguna acción contra nosotros, mostraremos las cartas como garantía de que estuvimos insistiendo constantemente en la adjudicación de los terrenos a los vecinos del Barrio Madre teresa de Calcuta.

Aquí pronto se acercan las elecciones, ya algunos candidatos han comenzado a lanzar sus propuesta, por ese lado quisiéramos saber cuáles son las propuestas qué tienen referente al desarrollo de la Matanza, vamos a estar investigando e informándoles para así poder reclamar nuestro derecho.

Informe de Noviembre

En Noviembre tuvimos la agradable noticia de saber quiénes son los dueños de los terrenos en los que viven los miembros de Acorn. Es un gran paso, ya que antes no teníamos está información, los terrenos son privados, pero si pedimos al Honorable Consejo Deliberante que nos proporcionen los terrenos.

Tenemos que ir la próxima semana, junto a 10 miembros de la Organización a pedir que nos vendan o donen las tierras. El fin de semana iremos a recoger firmas al barrio y a buscar las 10 voluntarios que quieran acompañarnos.

Además, incentivamos a los vecinos para que se reconciliaran, porque había disputas entre ellos. Ahora está todo mejor en ese sentido.

Organizamos una cita con poder ciudadano, para continuar haciendo las cartas para ayudar a los miembros de la organización.

Por otro lado, tuvimos que cancelar el programa de Radio que trataría nuestra temática, por no llega a un común acuerdo con el dueño del programa.

El próximo mes estará bastante tranquilo, porque comienzan las festividades, el 8 se hará una fiesta, en la cual comunicaremos lo que hemos realizado hasta ahora y el 14 de diciembre pintaremos el mural, esperamos enviar fotografías.

The winter session of Parliament would begin on 22nd November and is likely to end on 20th December. It is unlikely to have business as usual unless the issue of FDI in Retail is discussed in Parliament. CPM has already moved for an adjournment motion under rule 184 forcing for a vote (if the notice is allowed by the speaker) on the Govt. decision to allow FDI in Retail. Mamata Banerjee’s TMC which has already walked out of Govt. on the issue too is sure of moving a no trust motion. Govt. ally DMK is also against the centre decision. Feeling the heat, Prime Minister, heavily depending on outside support of BSP and SP is having lunch and dinner with their supremos.

In the meantime, stakeholders will keep the pressure on by street actions. Hawkers would hold a mass rally in Kolkata on 24th November whereas small retailers would organize protest outside parliament on 26th November.
