We started the month of January with a lot of vigour as we tried to follow up the implementation of some of the recommendations done during the Korogocho education day we organized last year in the month of October. We started early in the beginning of the month by making interventions for the many young children who do not attend school to acquire their basic education. More than 40 children who have not been attending school have now been linked to various primary schools where they are currently attending their lesson. The main schools that we are working with closely through this programme are St. Clare Primary School, Ngunyumu Primary School and St. Prisca education centre.
Another great achievement of our last year’s campaign is in the issuing of this year’s bursary funding. At least 18 students have been granted the bursary support of Kshs 5,000 each for their first term fees in various Secondary schools.
We are also making the follow up with two Secondary schools which offer partial sponsorships to secondary students. These are Gureck Secondary School and Jitegemee Secondary school. Already we have more than 20 students willing to join the Secondary but they are lacking that financial support from their parents/guardians. In Gureck Secondary which is a boarding school, students pay Kshs. 2000 every month While in Jitegemee Secondary which is a day school the students pay Kshs. 1,000 each month. We have negotiated with Principals in these two schools and they are willing to support the students that we will recommend to them towards the end of this week so that they can start their classes next week. We will be meeting with the two Principals on Saturday but in separate meetings. We hope that they will be able to accommodate these young people in their schools.
Other activities on membership recruitment, leadership building and dues collection has been going on well although with a little bit of lower turn up.

EDUCATION COMMITTEE MEETINGS
We held our first committee meeting this year towards mind of January and agreed to focus our campaign this time on creating awareness to all parents/guardians from Korogocho on the importance of supporting the education of their children. A lot of problems in education sector are caused by parents who do not take their responsibility in educating their children or even making follow-up on the progress of their children while in school. We organized a committee to look on ways to carry out this campaign and together we held the first meeting to discuss the matter on 22 January and agreed that this campaign will be launched on 16th February 2012 whereby we will have a big procession around all the 9 villages of Korogocho and finally gather at the Chief’s compound where we will have motivational talks on importance of educating Children from various speakers.
Already we have been able to reach out to several important persons such as The Korogocho Chief, Fr. John from St. John’s Korogocho, Various Head teachers from Primary schools within Korogocho, The Principles of both Gureck Secondary and Jitegemee who happens to be, both pastors and Councillors,- among many others. Those approached have shown great concern and willingness to support the campaign. Our next meeting will be on Monday 6th February 2012 at our offices in Kariobangi from 2.00pm.

Intervista a David Tozzo, presidente di Acorn Italy
16-12-2011 – Affitti in nero, passare alla legalità non è mai stato così facileSono ancora troppo pochi i giovani che conoscono la portata rivoluzionaria dell’articolo 3, commi 8 e 9 del decreto legislativo 23/2011 sulla Cedolare Secca. La nuova norma consente agli inquilini di registrare unilateralmente il contratto di affitto, ottenendo un canone di locazione, certo e legale, pari al triplo della rendita catastale, diviso 12 mesi per 4+4 anni. In altri termini chi oggi corrisponde un canone dell’ordine delle migliaia di euro per un appartamento, arriverà a pagare una cifra dell’ordine delle centinaia di euro. David Tozzo, presidente di Acorn Italy, spiega la grande opportunità offerta dalla nuova disposizione normativa, al centro della prima campagna nazionale di cui si è occupata la neonata associazione: “Affitti in nero, padroni in bianco”. Acorn Italy offre infatti consulenza e supporto a chiunque voglia usufruire dei vantaggi della nuova norma.
Come mai Acorn Italy ha scelto “Affitti in nero, padroni in bianco” come prima campagna nazionale?
Abbiamo scelto proprio questa campagna perché offre la possibilità di cambiare la vita delle persone attraverso un diritto e l’opportunità di migliorare il Paese attraverso la legalità.
Chi può usufruire delle nuove disposizioni normative?
Chiunque abiti a qualsiasi titolo una casa senza avere un regolare contratto, o senza che il contratto fornito dal padrone di casa sia da questi mai stato registrato. Chiunque sia in nero, insomma.
Quali sono i vantaggi e quali le difficoltà nell’iter burocratico?
Da un lato sì finisce, in 48-72 ore, ad ottenere un contratto regolare agendo unilateralmente, senza passare da avvocati o dal padrone di casa stesso, dunque si ottiene un affitto finalmente più giusto, più umano, pagando anche solo un decimo di quel che si pagava fino a quel momento in nero; dall’altro lato la battaglia e la vittoria sono quelle della legalità, in quanto registrando il contratto si fa emergere il sommerso. Il vantaggio immediato è il contratto finalmente esistente, legale, reale, oltre naturalmente al costo che crolla; il vantaggio a lungo termine è il lungo termine stesso del contratto nuovo! Otto anni, in cui l’inquilino può stare tranquillo, protetto dallo Stato e da Acorn e può finalmente costruirsi una vita più degna, non avendo tutte le sue entrate risucchiate da un buco nero di un affitto dello stesso colore.
Qual’è la tipologia delle persone che si rivolgono a voi? Prevalgono famiglie, studenti o altre categorie?
Il fenomeno in un tessuto sociale come quello romano, dove abbiamo la nostra sede, vede forse negli studenti un target privilegiato, ma siamo felici di constatare che le persone che si rivolgono a noi sono delle più disparate frange della società, delle più diverse età.
Come sta andando la campagna?
A partire da novembre abbiamo cominciato ad avere un’impennata vera e propria di persone che si rivolgono a noi e i numeri cominciano a crescere in maniera esponenziale. Stando a dati abbastanza freschi, possiamo dire che come Acorn e unitamente alle altre realtà assieme alle quali siamo nel coordinamento “Fuori dal Nero” abbiamo provveduto a registrare più di 700 contratti di affitto di persone precedentemente in nero o irregolari solo considerando Roma, per non parlare delle persone che assistiamo anche al di fuori di Roma e del Lazio tramite Skype.
Il Governo Monti ha annunciato una rivalutazione degli estimi catastali, si è ancora in tempo?
Se c’è stato un momento migliore per informare un conoscente o un amico della possibilità di registrare il proprio affitto in nero è questo: fino al 31 dicembre, gli estimi catastali in corso di rivalutazione dal Governo Monti resteranno decisamente bassi, ed è il caso di registrare il proprio contratto per pagare un quinto di quel che si pagava prima in nero.

Studenti fuorisede, migranti, lavoratori precari, giovani famiglie, sono loro le principali vittime di una delle piaghe che affigge l’Italia, ma in particolare la Capitale e il sud del paese. Ci riferiamo ai contratti di affitto in nero. Da un’analisi dell’ultima indagine sulla situazione abitativa degli italiani, effettuata dall’Istat, emerge che in Italia i contratti di locazione evasi completamente al fisco sono circa cinquecentomila, per un’evasione totale di 972 milioni di euro l’anno.
Con l’entrata in vigore dell’articolo 3 del decreto legislativo 23/2011, però, gli inquilini hanno un’arma in più. Giacché il 6 giugno scorso è scaduto il termine concesso ai proprietari di casa per usufruire della “cedolare secca”, la legge permette agli inquilini di registrare autonomamente il contratto di locazione. A quel punto il proprietario è costretto a stipulare un contratto 4+4 ad un prezzo inferiore del 90% al prezzo di mercato. Quindi, se prima pagavo un affitto di 1000 euro al mese in nero, denunciando la situazione pagherei un affitto di 100 euro al mese per otto anni. Per tutelare ed aiutare gli inquilini durante queste fasi è nato il coordinamento Fuori dal nero, al quale ha aderito anche l’associazione ACORN Italy.
“ACORN Italy – come ci spiega il presidente, David Tozzo – fa parte della più grande federazione mondiale di organizzazione di comunità, ACORN International, e si occupa di diritti civili, in particolare dei problemi di carattere abitativo. Per questo ha ritenuto naturale impegnarsi in questa campagna”. L’associazione è molto attiva, in particolare nella Capitale, anche perché “tra quei cinquecentomila contratti in nero, almeno novantamila sono a Roma”. Molti inquilini si sono avvicinati ad ACORN attraverso i social network e in particolare grazie a Facebook.
Molti proprietari di casa all’atto della stipula del contratto dichiarano una cifra nettamente inferiore rispetto a quella che effettivamente gli inquilini pagano ogni mese. L’articolo 3 del decreto legislativo 23/2011 tutela anche questi inquilini. Anche per loro è possibile registrare autonomamente la reale cifra del contratto e successivamente anche loro potranno accedere al contratto agevolato di tipo 4+4.Tozzo ci annuncia con una certa soddisfazione che nei primi nove mesi in cui è entrato in vigore il decreto, più di mille inquilini hanno deciso di registrare autonomamente il loro contratto di locazione. E il presidente di ACORN lancia un appello rivolto in particolare agli studenti “che, anche se tra i mille denuncianti sono la categoria più numerosa, spesso tollerano contratti in nero, non considerando che la tassazione sui soldi che i loro genitori spendono per mantenerli in una città universitaria potrebbe essere reinvestita proprio nell’Università e contribuirebbe a migliorare i servizi e la qualità dell’istruzione nel nostro Paese”.
Tozzo ci spiega, inoltre, che “secondo le informazioni raccolte da ACORN, entro giugno potrebbe essere attiva la nuova valutazione degli estimi catastali. Questo potrebbe alzare un po’ i prezzi di mercato delle case e conseguentemente la cifra dell’affitto agevolato garantito dal decreto per gli otto anni successivi. Dunque il consiglio non è solo quello di recarsi a registrare il proprio contratto, ma anche di farlo in fretta, prima che la rivalutazione degli estimi entri in vigore”.
Protest at BJP
Bangalore ~ The vendors and farmers of the K.R.Puram market took a protest march from the market to the State BJP unit to submit a memorandum to Mr. K.S. Eashwarappa the BJP State president on the 17th of Dec. The members of Akhila Karnataka Raitharu mattu vyaparigala sangha vendors and farmers of the K.R.Puram market assembled at the market with gunny bag dress started the protest march at 9.30 AM. The march after covering the streets of K.R.Puram, took the Old madras road to reach the BJP state party office at 2.00 PM covering a distance of 30 KM. The media covered the march all along the route. Mr Vice president BJP State unit and President BJP BBMP unit received the memorandum and assured to look into the issue and get back to us with in a weeks time.

Weekly meetings at lingarajapuram, Mahadevapura and Ambedkar Nagar were held.
In Hebbal 6 meetings were held. The street vendors met the local Police Inspector to urge him to look in to the police constables harassing them for Haftha. The vendors got registered as Akhila Karnataka raithara mathu vyaparigala sahnga – Hebbal. The vendors also decided that they will contribute money to open a office in Hebbal. It was also decided that there will be some demonstration to urge the government to implement the National Hawkers policy.
In Yelahanka New town I had 1 meeting with the traders in yelahanka New town traders association.
Two meeting with the shivajinagar vendors was held. The vendors discussed about pressurizing the government to implement the National Hawkers policy in the state.
In K.R. Puram 8 meetings was held. On 17th Dec, the vendors took a protest march from the market to the State BJP unit to submit a memorandum to Mr. K.S. Eshwarappa the BJP State president. The vendors wore the gunny bags (bags used to packaging the vegetables and food grains for the purpose of transportation) as the dress and participated in the march. The memorandum was submitted to Mr. Nirmal Kumar Surana, Vice president BJP State unit and Subbaniah, President BJP BBMP unit received the memorandum and assured to look into the issue and get back to us with in a weeks time. The vendors walked a distance of 30 KM from the market at 9.00 Am to reach the party office at around 2.00 PM. On 18th and 19th of Dec, we had a meeting at the Local MLA’s house which the MAL had called and assured the vendors that the market will not be demolished and the commercial complex will not be built. Along with this he convened a press meet and clarified the press about the action taken in response of the protest. The thashildar along with officials of the BBMP, and other officials were present. He also assured the vendors that the facilities at the market place like toilet, drinking water will be provided. In the following meetings it was decided that the vendors will protest to get the National Hawkers policy implemented at the earliest.
I had a meeting with the farmers and the vendors in Hoskote. Here also the discussion was on putting pressure on the government to implement the National hawker’s policy.
